There are plenty of fables where he punished after the fact or made corrections after an event. But other than the Tower of Babel when he prevented mankind from ever working together in harmony, did he ever take action in the stories to prevent anything?

If I remember right, the confusing of the tongues was done after the fact…that the people were building a tower to get to heaven so that they could destroy the inhabitants of heaven. They had already turned from God as a people, so he scattered them by confusing their languages. If they had never turned from Him, this would never have happened…so i don’t see this as preemptive.
